Tools of trade in a FTZ

Question:

We currently have returnable containers that are imported with our parts in them and when they are empty they are returned to the supplier.  Currently we are paying the tariffs on these containers and the parts in the containers.  We currently do not enter these goods into our FTZ as there is no way to track the containers and they will sit in our zone for extended time until we have enough of them to export back to origin.  Is there anyway to move these through our FTZ since we would like to start running the parts within the zone for duty deferral and MPF savings.  Any ideas are greatly appreciated.
