EPA products in a Foreign Trade Zone

We currently import water filters that are subject to EPA and are trying to find a way to bring these into our FTZ. I know FDA has a process of preliminary admissibility assessment but cannot find anything on EPA. Does anyone have any ideas on how is the best possible way to bring these into a FTZ?
