What this is, and what it is not. Answers are ICPA analysis and the working experience of the members who wrote them. They are not legal advice, they are not a CBP position, and they do not replace a binding ruling. Where an answer turns on controlling law, check it against the official sources before you rely on it. Discussion in ICPA forums is governed by the ICPA anti-trust policy.

The database is not written by ICPA. It accumulates, one question at a time, because members answer each other in public and nothing gets deleted afterwards.
Search before you ask
Two decades of threads means the odds are good that your question, or one close enough to it, has already been through the membership once.
Put it to the membership
If it is genuinely new, post it. It goes to a membership of compliance professionals who have usually met the problem in their own entries.
It is filed and it stays
The thread is filed under its topics and stays searchable, so the next person with the same problem finds your answer instead of asking again.
