ICPA is one of five partner accreditors supporting CBP’s continuing education program. This is what the requirement says, what counts toward it, and how to get an activity accredited.
36 hours per triennial period, pro-rated to 20 for 2024–2027.
CBP published Final Rule 88 FR 41224 amending its regulations to require 36 hours of continuing education for individual customs broker licence holders per triennial period. For the current period, CBP pro-rated the requirement in a Federal Register Notice effective 1 November 2024.
Credit began accruing on 1 January 2025. Licensed brokers need 20 credits between that date and the window to submit their 2027 Triennial Status Report.
ICPA has led trade compliance education for over 20 years. With more than 3,000 members, an estimated half of them licensed brokers, the accreditor role is a direct extension of what the association already does.
Does my activity qualify?
Any activity submitted to an accreditor must meet at least one of CBP’s four criteria. All four receive equal consideration.
Promotes an understanding of the laws and regulations governing CBP or enforced by CBP, including relevant partner government agency rules.
Contributes directly to CBP’s trade priorities, programs, policies and business practices.
Provides understanding of U.S. imports and exports.
Conveys information intended to increase and improve U.S. trade compliance and enhance risk management.
Qualifying activities
- Industry or trade-related conferences, seminars and webinars, including recordings
- Online, self-administered courses (asynchronous)
- Company trainings, developed internally or by an outside vendor
- Port tours
- Trade days sponsored by local associations
Non-qualifying activities
- Social events, such as happy hours and sports outings
- Government-led meetings: COAC, ITAC, TSN, bi-weekly trade meetings
- Reading or authoring trade publications and thought pieces
- Individual professional development
- Courses offered by an academic institution as part of its curriculum
- Sales or marketing events
