ITAR

Are there any restictions on warehouse workers handling ITAR (Cat. 11) products, ie stocking, picking, packing, shipping? I have been searching the internet and unable to find anything in black & white.

Does anyone know of any reasons that the State Dept. would not approve an MLA for a sub-con in Malaysia? Philippines? Thailand? This is for ITAR assembly – no technical data will be sent.
