How would you justify the NEED for an Export Compliance Officer to upper management that has no intention of learning the ramifications of not being in compliance? This is a large manufacturing group that exports all over the world and thinks they could get by with a periodic audit from some outside resource. Help!!!

Does anyone have a written statement from the Board of Directors of their company that assigns authority and responsibility to the customs group?
How are people measured in compliance roles? What kind of measurements do they use? Some companies measure the transportation side more than the compliance side. Management likes to look for decreases and percentages and I can not find very many quantifiable numbers to please management. Thanks for your help.
