This presentation will review export control considerations for those working in or with universities. We will review the eight elements of an effective compliance program (as put forth by the Bureau of Industry and Security) and their application in a university setting. We will review issues related to policy-making, program manuals, restricted party screenings, and information dissemination. Attention will also be paid to shipping and travel policies, in both centralized and de-centralized environments.
This webinar will touch on deemed exports and the unique risks that universities face when dealing with controlled technology on campus. In addition, we will discuss common contracting issues that arise at universities, including the fundamental research exclusion, considerations when accepting controlled items or technology, citizenship restrictions, and the risks of accepting controlled work. Participants will review standard and non-standard contractual language and learn about the risks that accompany it.
