Duty Drawback in the TFTEA Era: Data Management & the Role of the Customs Broker
Duty drawback has always been a data intensive undertaking. But the Trade Facilitation & Trade Enforcement Act of 2015 (TFTEA) increased the complexity bar for filers to qualify for a duty refund. With updates published in “Modernized Drawback” (19 CFR Parts 181, 190 & 191), all filers know that the level of detail they must now provide in support of a drawback claim is considerably greater.
Drawback brokers have a burdensome challenge. They need to validate and align import, inventory, and export data, often from multiple sources, and then transform it into a drawback claim, often using complex accounting rules, using nothing more than a spreadsheet. While filers sometimes do a portion of this work, drawback brokers always have some level of complexity that requires expertise, experience, and skill.
